Appraisal review boards (ARB) are the lifeblood of Travis County property tax protests. Only 25,101tax appeals were resolved informally, compared to 135,785 ARB hearings. TCAD Protests by Property Type

The Travis Central Appraisal District is responsible for assessing, levying, collecting, and distributing property tax dollars. If a taxpayer is unable to informally protest TCAD to their satisfaction, the next step is to go to the ARB. The ARB is intended to be an impartial group that views evidence from both the taxpayer and TCAD, before issuing a ruling in favor of one or the other. If the ARB rules against a taxpayer, their only other option is a judicial appeal.

Travis County has seen the informal appeal wither since 2018. At the same time, ARB hearings are higher than anywhere in Texas. 102,451 single family home appeals were decided by the ARB in 2023, a new record. All other protests came in at 33,334 combined. ARB protests have a higher threshold of proof, meaning a taxpayer and his consultants will have to work overtime to win over the board.

In 2014, 4,424 ARB hearings in Travis County ended in a reduction, compared to 123,323 in 2023. 79.88% of those ARB hearings were for single family homes. 96% of Travis County single family homeowners that reach ARB hearings saw a reduction in 2023. Compared to the 74% of commercial properties that are successful, single family home appeals seem like a sure thing. Even the average of ARB appeals combined is 91%. The Texas average for single family homes that see ARB reductions is 75%, while the total average is 70%. Travis County is seeing record ARB reductions, and with prices going up, it will keep doing so.
